Many companies use this as a talking point or selling point touting they do not use any "banned cameras". What they typically use is a good deal of fear mongering and scare tactics around this issue. We recently saw a competitor's surveillance trailer at a trade show. While it had NDAA cameras, it also had tires made in Indonesia, a solar charge controller made in China, Solar Panels made in China, PoE switches made in China and probably many other sub components made in China. They were displaying "100% Made in USA" and "No Banned Cameras" on all their marketing materials.

At GoView our trailers are built and assembled in the USA in our production facility in Idaho. We employ local welders and fabricators to build our major trailer components. Our trailers are titled in the USA and with a GoView 17 Digit VIN number and meet all DOT standards. Many of our parts such as solar panels, tires, bolts, wire, and sub assemblies are made at skilled manufacturing facilities around the world and are sourced based on quality and cost metrics.

In this article we discuss what the NDAA actually says, what it means, and how it might impact your purchasing decision.

Background

Section 889 of the National Defense Authorization Act (NDAA) for Fiscal Year 2019 prohibits federal agencies and their contractors or grant recipients from procuring video surveillance and other telecommunications equipment from several named Chinese manufacturers.

The Trade Agreements Act (TAA) regulates that several technical products and services (including hardware and software products and services) be manufactured or substantially transformed in the U.S. or a TAA-approved country.

The big take away here is that the NDAA applies to federal government agencies and their contractors. Many sources falsely claim that the NDAA bans all cameras made in China. There are several well known and reputable Chinese companies that produce NDAA compliant cameras. The 2 main camera manufacturers that are prohibited under the NDAA are Hikvision and Dahua. This is largely because these companies are linked to the CCP.

Before the NDAA was enacted, Hikvision was the largest camera manufacturer in the world. While the NDAA has damaged Dahua and Hikvision's reputation and revenue, these companies still remain among the most widely used cameras in the world for 1 simple reason: Their products are arguably the best value with a good combination of high quality and low price.

GoView takes a balanced approach to this subject. We understand that there are organizations that cannot and should not use products made by a country openly hostile to the USA. For this reason we produce fully NDAA and TAA compliant systems for federal government use. We also understand most organizations are not governed by the NDAA or TAA and as such can choose their suppliers based on best value, lowest cost, highest quality, or any design parameters they choose. Many companies, local governments, state governments, and other organizations have chosen to use NDAA standards when purchasing surveillance technology. We fully support this choice and we have many products that still provide an excellent value and are NDAA compliant.

It is always important to look at the motivation behind scare tactics which is usually to influence your purchasing decisions. Here are 2 questions to consider when it comes to choosing a surveillance camera for your project. These points assume you are not required by law to use NDAA or TAA cameras (98% of organizations worldwide)

1. Is your reasoning for purchasing an NDAA compliant system based on your concern about network safety or information security? In most cases the GoView surveillance system runs 100% independent of your network. The security cameras are on a private LTE connection and are not using your company network. Further more we "airlock" the cameras on a separate ethernet port that is only accessible from the server on the trailer and the cameras are not accessible from the internet. This means that no data is being transmitted from the camera to the internet and there is no way to access the camera remotely except through the main server on the surveillance system.

2. Is your reasoning philosophical or because you do not want your dollars supporting a geopolitical adversary? We respect and support this decision criteria. Due to the interconnected nature of economies and technology it can be very challenging to consistently apply this policy. To be consistent you would also likely need to narrow your search to just TAA approved cameras, which is a much smaller list. As an example: Axis cameras, which are the typical go-to camera for the federal government, still uses parts made in non TAA countries and as such only some of their products are fully NDAA and TAA compliant. To purchase fully TAA compliant cameras, you would be limited to about 10% of the camera models currently in production.

CONCLUSION: We have your back. If you want NDAA or TAA cameras we have many great options and are happy to customize the system for you to meet all NDAA and/or TAA compliance issues. If your main concern is stopping crime and you want to explore all options including the lowest cost possible then we can accomplish that as well.

As such choosing the right battery is important. At GoView we use all 3 types of batteries listed below. The type of battery used depends on many factors. If cost was not an issue, we would use LiFePo4 (lithium) batteries in more applications and we anticipate that in the future we will use more lithium batteries on our trailers. Currently the market/competition and other factors are still preferring lead acid battery technology. An additional reason why we currently prefer AGM or Gel batteries on our mobile trailers is because they tend operate better under sub optimal conditions and are less prone to accidental damage or damage due to adverse environmental conditions. Lets look at the different types of batteries and their advantages and disadvantages.

3 Main Types of Battery Technology

AGM BATTERIES: AGM stands for (absorbed-glass-mat) This is a new version of SLA or sealed lead acid battery

GEL BATTERIES: this is a type of sealed lead acid battery

LITHIUM or LiFeP04: Lithium Iron Phosphate

Depth of Discharge (DoD)

When you start discharging a battery beyond a specific limit, it begins to suffer damage. Depth of discharge measures the percentage of the initial charge that can safely be discharged without causing harm.

Lithium Batteries

Modern lithium-ion batteries have a depth of discharge of 98%. So you can discharge almost the entire charge without damaging the unit. This provides optimal conditions for use with most of the stored power available.

AGM and Gel Batteries

Like other lead-acid batteries, the depth of discharge is about 80% when new and 50% when older. This makes them less competitive compared to lithium-ion batteries.

Winner: Lithium-ion batteries have the highest depth of discharge and a longer operating time.

Lifespan

Regardless of type, a gradual decrease in performance occurs over a battery’s lifespan. There is a point in time when the battery will become useless.

Lithium Batteries

LFP technology is known for its superior durability, typically degrading by less than 1% per year and providing about a 10,000 charge cycle life.

AGM Batteries

These degrade quickly, providing a useful lifespan of about 500 charge/discharge cycles.

Gel Batteries

These are better than AGM, providing a useful lifespan of about 2000-3000 charge/discharge cycles.

Winner: A lithium-ion battery has a considerably longer lifespan, typically about six times longer than an AGM battery.

Size and Weight

Size is a key concern for people working with limited space. This is more of a factor on our pole mount systems and is the key reason we use Lithium on our pole mounted solutions. Lithium batteries weigh approximately 50% less than AGM and GEL batteries for the same energy capacity.

Lithium Batteries

Lithium-ion batteries weigh less due to the absence of any liquid acid. Additionally, since they have a higher depth of discharge, a smaller lithium-ion battery can provide the same power as a larger lead acid battery.

AGM and Gel Batteries

AGM batteries contain absorbed liquid acid that creates added weight. Additionally, a low depth of discharge means that you need a high-capacity (big) battery for any given application.

Winner: Lithium batteries are the better choice in terms of weight and size.

Charge Time and Efficiency

Lithium-Ion Batteries

Due to their higher efficiency, smaller lithium batteries can do the same job as larger AGM batteries. They also charge faster.

AGM and Gel Batteries

Although they charge considerably faster than wet lead-acid batteries, AGM batteries still charge much slower when we compare them with lithium-ion batteries.

Winner: Lithium-ion batteries charge faster than AGM batteries and over four times faster than general lead-acid batteries.

Operating Temperature Range

Lithium-Ion Batteries

Lithium batteries have a limited operating temperature range and the ranges must be strictly observed or irreversible damage will occur.

Charge Range: 32 F to 114 F

Discharge Range: -4 F to 130 F

AGM and Gel Batteries

While all batteries benefit from optimal operating temperatures, SLA batteries are a bit more resistant to damage at extreme temperatures. When temps dip below -4 F and above 110 F you will get a reduction in capacity by anywhere from 20-30%

Winner: AGM and Gel Batteries are a better choice when it comes to extreme operating environments. Especially for application that require placing the batteries in a non climate controlled enclosure during summer and winter months, we find that this is currently the biggest factor in using AGM and GEL batteries. There are advances being made with lithium and sodium based batteries and we are hopeful that in the near future we will have battery storage options that overcome this limiting factor. Another alternative is to insulate your battery storage compartment and use a heating element with a thermostat to keep batteries in a more optimal range. This will greatly extend the life of any battery. Temperature effects all other performance parameters more than any other factor.

Initial Cost

Cost is one of the most important factors when deciding between two battery types. There are two cost factors to consider – the initial cost and the cost per kWh. Here we will discuss the initial cost of each option.

Lithium-ion batteries require a higher upfront cost. Although lithium-ion batteries outperform AGM batteries when considering all other parameters, the initial cost is much higher.

Winner: AGM batteries win when you compare the initial cost. Over a longer time frame LiFePo4 may have a lower cost.

Ultimately the best practice is to use multiple recording systems.

CLOUD:

Some people think the "cloud" is a magical technology that solves all problems. While it solves many problems there is no magic. When you hear the word Cloud, just think remote computer that you pay a fee to use. Instead of having a server or NVR at your location, the software is hosted on a remote computer and you rent space on that server. The fee you pay also includes transferring and storing data on that server. There are 2 main advantages to a cloud based surveillance system.

You don't have to maintain the hardware. The service provider should allocate the proper resources on the server and maintains the cloud provider is a AWS maintains the hardware.

As long as a reputable provider is used, your data should be backed up automatically and should any hardware fail, it should be able to restore quickly.

There are some disadvantages too. The cloud server can only receive and store data when there is an active internet connection on the site or premise where the cameras are located. If your internet connection is lost or slows down due to insufficient bandwidth then your camera's ability to transmit video also stops. Another potential downside is that video requires a lot of storage space and so there is a higher cost for video storage than many people are used to. This is a cost you would normally have in the form of hardware maintenance if you used onsite storage but instead of paying upfront for the capacity you are renting the space for a monthly cost.

NVR or ON PREM (on premise)

Having an onsite storage system such as an NVR, DVR, or Server is the most common way to store and process video surveillance data. While there is a definite acceleration to cloud based systems, at the time of this article's publishing "On Prem" is still the most common. You purchase your hardware and or software and then connect to your cameras. When you want to access the data you connect to this device which acts as a video server. This requires special network configuration, port forwarding, or a "cloud connector" service which allows you to access the video remotely. The main advantage is that the video is being stored in the same location as the NVR or server. If the internet connection is disrupted, the video streams will continue to be stored to the on premise device and you can view the streams from within the LAN (local area network) when the internet connection is restored, then remote access to the system will resume.

Here are a list of potential problems

The storage device hard drives could fail and many systems are not setup properly with RAID storage. If a standard hard drive fails then the data could be lost.

In the event the NVR is damaged or stolen in the case of fire or theft, then the data is also potentially lost

You have a higher upfront cost for hardware and software licenses and maintenance to replace drive as well as ongoing software updates

EDGE

Edge recording is when the storage medium is installed in the camera such as a micro SD card. Each individual camera records the video directly to the cameras built in storage. This is a decentralized system which has the benefit of not having a single point of failure. It has the advantage that each camera can continue recording as long as it has power. Software is used to access the cameras settings and stored video.

With advances in modern technology and remote access the end user would not likely know the difference and the user interface can be set up to access the video streams (live or recorded) in user friendly method. You would typically only notice the difference in the event of a network failure or hardware/software malfunction.

At GoView we use all 3 technologies in our mobile surveillance platforms. Our units have an on premise server (hardened mini computer) that is fanless and designed for harsh industrial environments. This is the primary recording system and records between 30-60 days of video based on motion events. We upload critical events to the cloud for offsite backup. We also install 128GB SD cards in each camera and each camera is programmed to record 24/7 to the built in SD card. With these 3 technologies being used at the same time, we ensure that there will never be an event that is not recorded.

If lighting conditions are not adequate, then PPF is not relevant because if your cameras lens is "blinded" by headlights or there is not enough available light then regardless of the PPF you will not have enough image quality for the ALPR to work. Creating a quality image also must take into account the speed of the car and the angle of the camera to the license plate.

Ideally the LPR camera will be mounted at the same height as the license plate and within 3 feet of the side of the car as it passes. Data is the water and it flows through the pipe. The cellular tower is the main line and controls the flow of data to each device on the Wide Area Network (WAN). The LTE router connects to the cellular network and is the portal (gateway) through which data passes to your devices. In the cases of a surveillance system, this data flows over the WAN when you access the system remotely from you device. This makes it possible to see video streams remotely, activate devices, and is one of if not the most important single device on your mobile surveillance unit.

Most of us experience the limitations of these networks and devices on a daily or weekly basis. An example is when you are at a busy concert and the internet on your phone is slow. Maybe you have kids and when everyone is at home and using their device, your home network is slow. You are streaming a movie on Netflix and it suddenly pauses while the video buffers. We have all experienced a data bottleneck. Just like in traffic or liquid, a bottleneck occurs when there is a restriction or limiting factor along the path or data pipeline.

One of the things we don't often consider is the capability of our own device. When it comes to LTE modems there are specific device categories. When a device connects to a cellular tower one of the first pieces of information that device sends is the UE Category. This tells the network the maximum capability of the device and at this point the network knows the limitations of that device and what amount of date rate the device is capable of.

So what does this mean - in general if your LTE modem modem is a lower category, then it does not matter what speeds are available in the area because your modem may not have the capability of transmitting data at that speed.

Upload and Download Speeds: Most of us are more experienced with download speeds. When you watch a movie on your device you are downloading the video from a remote server. The remote server is uploading the video to the network. If you have sufficient download speed, but the remove server has too many connections you may experience a slow connection because the video is being limited by the upload speed of the remote server. The bottleneck was on the server side in this case. Let's apply this same concept to your mobile surveillance system. If you are trying to stream video from your mobile surveillance system this connection is dependent on the download speed of your device and also the upload speed of the LTE modem built into your mobile surveillance system.

At GoView the minimum UE Category device we use is Cat7. This allows for 300 mb/s download and 100 mb/s upload. This ensures that the category rating will never be the limiting factor in your being able to view video from your system. There are many other factors that could limit the speed, such as the network signal quality or noise level, and also the amount of usage on a particular cellular tower. We can't control all the factors, but we strive to use the best quality equipment so that you have the best live streaming experience. Video streaming speed is also crucial for live monitoring agents to be able to access the video in real time and use active measures to stop the crime.

Monocrystalline solar panels are the preferred type of panel for mobile security and surveillance systems. Solar panels only produce power when there is adequate sunlight and as the intensity of the sun can vary throughout the day, the voltage feeding the system will also vary widely. All systems should have an MPPT (Maximum Power Point Tracking) solar charge controller. The MPPT controller regulates the system voltage. It protects the battery and other components from damage. It also increases the efficiency of the charging circuit and extends the life of batteries on the system.

3. Fossil Fuel Generators (gas and diesel) can provide backup power if primary power fails. They could also be used as a primary power source. A consideration with a traditional generator is noise. Diesel and gas generators do not have the same muffling capability of a car engine and can produce noise levels exceeding 100 decibels for sustained periods of time. They can be messy, produce exhaust, and also require flammable fuel to run. When used as a backup, a generator can be programmed with an input switch to turn on automatically when battery voltage drops below a set point and then shut off automatically. These generators have the advantage of being low cost.

4. Fuel Cell Generators are a relatively new development and run on hydrogen fuel cells. They are extremely efficient, make almost no noise and are perfect in almost every way...Except cost. A small unit that serves as a backup will cost about $10,000

5. While less common, there are also mini wind turbines that are designed for mobile trailers and can provide and additional power boost using a renewable energy source. For a system that just needs a small amount of additional power in addition to the primary source, this might be a viable option.
